February 17, 2023 – The Abuyog Community College administrative and academic council reported the compliance status of the College in its quest for institutional recognition and reinstatement of Free Higher Education during the on-site inspection and validation by the officials and staff of Commission on Higher Education (CHED) Regional Office VIII and Regional Quality Assessment Team (RQAT) at ACC campus, Abuyog, Leyte.
CHEDRO VIII staff who were present during the on-site inspection were Engr. Socorro Q. Ramos, Dr. Jane Arguelles-Latorre, Engr. Nelly Labrada, and Dr. Emmanuel Antonio A. Lim, and the RQuAT members; Dr. Donald Patimo, Dr. Jennifer Goromba, Perlita M. Viviero, Lilian D. Balbom, Norla Grace A. Betarmos, Beverly B. Fernandez, Mark Lester Laurente, Jessie R. Paragas, Candice P. Aguilos, Rosalinda Jomoc, Armando A. Alviola, Archie T. Ramirez, and Dymphna Ann C. Calumpiano.

On his opening message, college president Dr. Clemelle L. Montallana regarded the significance of the evaluation to be conducted by the RQAT for it will gauge what ACC does and which can be better improved following the various indicators of a performing institution through the findings and recommendations from the evaluators.
“… with the regional quality assessment team, and looking on what we do and what we have, and to the recommendations, I am confident that we can be on that better position,” Dr. Montalla said.

Meanwhile, Municipal Vice Mayor Lemuel Gin K. Traya expressed his excitement on the said evaluation as well as his gratitude towards the COPC and RQAT team for taking the time in assessing the qualification standard of institution along with it the hope for the successful reinstatement of the free Higher Education and its institutional recognition.

The team of evaluators closely examines the compliance of each degree program to CHED’s minimum requirements. Aside from the curriculum, the team assessed other aspects of programs such as administration, faculty, library, laboratory and equipment, instructional facilities, and even student support.


Thereafter, during the exit conference, honest findings, comments, as well as suggestions were presented respectively by the representative of CHEDRO 8 and RQAT team.

Finally, Executive Vice-president Mrs. Asuncion M. Villote expressed her heartfelt gratitude to the RQAT and to the administrative council, faculty and staff of ACC for putting in a lot of effort on this evaluation.

“…We are really very grateful with their honest assessment of what we can do, there is still that wide room that we can perform…” she mentioned

In addition, Mrs. Villote highlighted that the on-site evaluation is essential in ensuring the quality of the programs offered by the institution to its students.

The findings of the CHEDRO 8 and RQAT team was deemed true as it was the reflection of the current status of the institution and were taken into much consideration by the academic council of ACC for its further development to better serve its students and community as well.

Putting all together the institution’s resources and with the synergistic collaboration of the academic council and local officials of Abuyog, rest assured that the Abuyog Community College will remain steadfast in its commitment to be compliant to the Commission on Higher Education’s requirements for the institutional recognition and in time the reinstatement of the Free Higher Education.
