
ACC learns sweet secrets of success from Cacao Egg Laying SLP Association in Hilongos

In pursuit of strengthening livelihood and community development initiatives, Abuyog Community College (ACC) conducted a benchmarking visit on the best practices of the Cacao Egg Laying Association in Brgy. Cacao, Hilongos, Leyte, in coordination with the Department of Social Welfare and Development – Sustainable Livelihood Program (DSWD–SLP) on February 18, 2026.
The visit aimed to gather practical insights on governance, financial management, sustainability strategies, and operational systems that have enabled the association to thrive for four consecutive years since its establishment in 2021.
The Cacao Egg Laying Association, recognized as a regional and national awardee and one of the Best Sustainable Livelihood Program Associations (SLPA), has sustained its livelihood operations through strong leadership, transparent financial systems, and active member participation.
During the morning benchmarking session, the association’s President, Vice President, and Treasurer shared their best practices in:
- Structured leadership and governance
- Transparent financial recording and reporting
- Accountability mechanisms among members
- Long-term sustainability planning
- Operational efficiency and systems management

Notably, the activity was attended by all association members, fostering an open dialogue and allowing ACC representatives to directly clarify processes and understand the association’s internal dynamics.
The four-year sustainability of the association stands as a testament to disciplined governance, community trust, and consistent adherence to best practices.

The ACC delegation was led by Dr. Asuncion M. Villote, Executive Vice President of ACC, alongside ACC staff and DSWD–SLP representatives.
In the afternoon, the delegation paid a courtesy call to the Municipal Government of Hilongos, where they were warmly welcomed by Mayor Manuel “Linlin” R. Villahermosa.
Joining the mayor in receiving the delegation were: Hon. Richard Benedict V. Ogario – LIGA ng mga Barangay President, Mr. Giovanni G. Olo – PESO Manager, Mr. Lenart T. Jabillo – MSWDO, Hon. Virgilia Tapan – Punong Barangay, Brgy. Cacao.

In a social media post carrying the hashtag #ANGATKAHilongosnon, the LGU expressed its warm reception of the ACC delegation, emphasizing the importance of collaboration, shared learning, and community-driven development.
“Mainiton ug malipayon nga giabi-abi sa amahan sa lungsod ang delegasyon gikan sa ACC,” the post stated, highlighting Hilongos’ continuing commitment to partnership and inclusive growth.
The benchmarking visit generated actionable insights for ACC and its partner Sustainable Livelihood Program Associations (SLPAs) in Abuyog. Among the key outcomes were:
- Practical knowledge on effective association governance
- Identification of adaptable best practices for Abuyog SLPAs
- Integration strategies for future ACC-led livelihood and extension programs
- Strengthened collaboration between ACC, DSWD–SLP, and the LGU of Hilongos
- Reinforced emphasis on transparency, leadership, and community participation
No major issues or challenges were encountered during the activity, reflecting the smooth coordination and full cooperation of the host association and the local government.
The benchmarking visit underscores ACC’s commitment not only to academic excellence but also to meaningful community engagement. By learning from a nationally recognized model, ACC positions itself to replicate and adapt sustainable systems that empower communities economically and institutionally.
